Co-creation of biosecure territories to address infectious diseases: a participatory action research

Abstract

Introduction. When infectious diseases move beyond public health control, the consequences extend beyond the health sector, affecting areas such as tourism, livelihoods, economy, and human mobility. This study aimed to co-construct strategies to address the main biosafety risks in the tourism sector in relation to the transmission of infectious diseases. Methodology. Participatory Action Research was used through intersectoral work involving nursing, economics, and tourism. The study focused on tourism communities. Participants and researchers remained active throughout the process through continuous reflection, which began with an initial analysis, identification of leaders, a participatory diagnosis, formulation of objectives, implementation, evaluation of change and transformation, and a final reflection on the entire process. In addition, the final stage included quantitative, descriptive, and qualitative analyses. Results. Through a cross-sector, community-led initiative, it was possible to co-construct strategies that reduced the risk of infection transmission in the tourism sector, people perceived greater safety and self-confidence. Discussion. The results support that reflective processes enable meaningful and identity-related transformation within each participating community. Conclusions. In times of crisis, it is essential to create collective initiatives in which everyone can participate; in this way, identity-building and meaningful outcomes are achieved that increase safety and self-confidence. Integrating health, economics, and tourism is essential to cope with public health crises so that the tourism sector is not undermined but instead strengthened.
